維吉尼亞州行為健康與發展服務部 ( DBHDS ) 是一個州立機構，致力於為患有Mental Health問題、發展障礙和物質使用障礙的個人提供支持。其使命是促進康復、自主和生活各方面的健康，旨在「為所有維吉尼亞人創造充滿可能性的生活」。

The Office of Licensing, within the DBHDS, provides consistent, responsive, and reliable regulatory oversight to DBHDS-licensed providers, supporting high-quality services.

This office licenses providers of developmental services, substance use disorder services, and mental health services in accordance with Code of Virginia § 37.2-404, and monitors providers to ensure they meet regulatory requirements to promote safe and effective care to individuals with behavioral health and developmental needs. The Office of Licensing currently licenses the following services: Assertive community treatment (ACT); Case management; Clinically managed high-intensity residential care or Level of care 3.5; Clinically managed low-intensity residential care or Level of care 3.1; Clinically managed population specific high-intensity residential or Level of care 3.3; Community gero-psychiatric residential; Community-based crisis stabilization; Crisis receiving center; Crisis stabilization unit; Day support; Day treatment, including therapeutic day treatment for children and adolescents; Group home and community residential; ICF/IID; Inpatient psychiatric; Intensive in-home; Medically managed intensive inpatient service or Level of care 4.0; Medically monitored intensive inpatient treatment or Level of care 3.7; Medication assisted opioid treatment; Mental health community support; Mental health intensive outpatient; Mental health outpatient; Mental health partial hospitalization; Psychosocial rehabilitation; REACH CTH; REACH mobile crisis response; Residential treatment; Respite care; Sponsored residential home; Substance abuse intensive outpatient; Substance abuse outpatient; Substance abuse partial hospitalization; Supervised living residential, Supportive in-home; and Children’s residential services.

The Office of Licensing does not license individual practitioners who hold a license issued by a health regulatory board of the Department of Health Professions or providers who are exempt from licensing pursuant to §§  54.1-2901,  54.1-3001, 54.1-3501, 54.1-3601,and 54.1-3701 of the Code of Virginia.
